Tetlow King Planning (TKP) played an instrumental part in recommended changes to the affordable housing targets in policy 4 of the Greater Norwich Development Partnership Joint Core Strategy (JCS).

TKP was appointed by landowners promoting substantial housing development at Wymondham to make representations concerning policies in the JCS covering affordable housing. The draft JCS submitted for Examination had outlined a requirement for 40% affordable housing on larger sites and across the plan area overall.

TKP identified in representations that the 40% target was not justified, the needs and viability evidence demonstrating that only 33% affordable housing was necessary.  We argued that the policy was too heavily skewed towards meeting apparent short term requirements which had not been correctly calculated. Furthermore there were issues relating viability and deliverability which the Partnership had failed to sufficiently consider.

TKP submitted numerous representations at various earlier stages of the process and represented the client at the Examination in Public. The Inspectors’ Report recommended changes in accordance with our representations, inter alia reducing the target to 33%.
