Tried and Tested 5 Year Land Supply Expertise Tetlow King Planning (TKP) continues to successfully investigate and challenge local authority 5 year housing land supply calculations within the framework of government guidance contained in PPS3: Housing and likely to be carried forward and strengthened in the emerging National Policy Framework, due for publication in March 2012. Over the past year TKP has demonstrated that several local authorities throughout England lack a sufficient 5 year housing land supply; based on comprehensive evaluation of the potential delivery from sites over the next 5 year period and including an assessment of the economic circumstances and their implications. Our particular approach has been specifically endorsed by an Inspector at a very recent appeal in Torbay. The Inspector commented that, “in my view the appellants’ discounting of building rates in future years is a realistic method of seeking to take account of current economic circumstances”. Establishing the overall 5 year land supply position within a district is becoming increasingly important given the lack of site allocations within up to date and relevant development plan documents. If a shortfall is established, this constitutes a strong planning consideration in support of the immediate release of land for housing development, enabling developers to argue that their site should be granted immediate planning permission.
