Annie Gingell BSc (Hons) MSc

Annie Gingell is an Associate Director at Tetlow King Planning (“TKP”), heading up the Affordable Housing Team based in the Bristol Head Office. She holds a Bachelor of Science (Hons) degree in City and Regional Planning from Cardiff University (2016) and a Master of Science degree in Spatial Planning and Development also from Cardiff University (2020). She is a chartered member of the Royal Town Planning Institute (“RTPI”). Her experience at TKP has been varied, acting on a wide range of housing issues and projects for landowners, strategic land promoters, developers, volume house builders and housing associations throughout the country.

Annie specialises in affordable housing and self-build and custom housebuilding projects and has become a national leader in these fields. She is a highly sought after expert witness regularly giving evidence at Section 78 appeal hearings and public inquiries in the West Midlands, North West, South West and the South East of England on both subjects. Annie relishes a challenge, providing complex and comprehensive evidence for particularly challenging appeals involving affordable housing for Key Workers and entry level exception sites. She has worked with a range of national agencies including the National Housing Federation (“NHF”).

Annie has a keen interest in research with her MSc thesis ‘An Analysis of Self-Build and Custom Housebuilding in the South West of England’ being published in the Journal of Urban Science. During her time at TKP she has co-authored a number of publications including the Land Promoters and Developers Federation (“LPDF”) “An Affordable Housing Emergency: A National Failure to Provide the Homes We Need” report. She also enjoys featuring on planning podcasts offering her views on planning reforms and affordable housing delivery.
